100-Day ICT Revitalization Plan Launched Amid Stalled Projects
Following months of halted progress due to contractor issues and internal allegations, Bangladesh is set to embark on a 100-day action plan to revive its stalled ICT sector initiatives. The disruptions affected the $885 million project to establish district-level IT/high-tech parks and delayed other ICT projects, including those under Aspire to Innovate (a2i). An investigation revealed that despite substantial investment of 650 billion BDT from 2010 to 2024, expected advancements in the telecommunications and ICT sectors have fallen short.
On November 10, the advisory wing of the Interim Government outlined the 100-day plan, aiming to reinvigorate the Bangladesh Hi-Tech Park Authority, Bangladesh Computer Council, a2i, and the Digital Security Agency. This includes fast-tracking cloud service expansion for the National Data Center, facilitating AI law and data protection regulations, and establishing multi-stakeholder consultations for Public Procurement Rules (PPR) revisions in IT/ITES procurement. The ICT Division will also enhance digital forensic capabilities, initiate cyber awareness seminars, and integrate new public services into MyGov.
The plan further involves investing in talent development, with job training for 1,000 youth in IT, ICT training for 19,640 university students, and leadership training for sector executives. Support for startups and SMEs, particularly women entrepreneurs, will see 60 startups and 500 SMEs receiving grants. Under the Connected Bangladesh project, broadband access will expand to 200 unions.
The 100-day roadmap, adopted during the November 7 advisory council meeting led by interim leader Dr. Muhammad Yunus, is part of broader government efforts to ensure project completion, cost efficiency, and transparency within the ICT sector. Key initiatives within the $6 billion Digital Connectivity (EDC) project and others aim to bring tangible outcomes by their respective deadlines.
